About

Practical resources. Rigorous consulting.

Homelessness Response Lab is where CoCs and homelessness organizations find practical, free resources. When you need more than tools, consulting is provided by APEX Consultant Group, the partner practice behind the Lab.

Independent Evaluation & Measurement

We've spent our careers alongside good people burning the candle at both ends — kindhearted, mission-driven people working hard to help vulnerable community members of every age. And we kept noticing the same pattern: they were measuring what was easy to count, not whether the work was actually helping.

Programs would track contacts made, services delivered, activities completed — and report those numbers to funders as evidence of impact. But counting outputs isn't the same as knowing whether a mission is being met. Again and again, we watched organizations that couldn't answer the most important question about their own work: is this actually making the difference we exist to make? The data they collected simply couldn't tell them.

Those experiences shaped the work we've built our practice around: being called to serve matters enormously — and it isn't enough on its own. What matters just as much is the structure underneath the work — how a system collects information, examines what's really happening, and adapts — so that a program meant to help is actually, measurably, helping.

Guiding Principles

Structural over symptomatic

Surface fixes don't hold. We look for the structural variables shaping outcomes — because that's where durable change actually happens.

Honest over comfortable

Systems hear what we actually see — not what they want to hear. That requires trust, care, and the willingness to have hard conversations.

Accessible over academic

Everything produced here — frameworks, tools, training — is designed to be used by practitioners, not filed away as a report nobody reads.

Capacity over dependency

The work builds your team's ability to sustain it. The goal is never dependency — it's to leave you stronger than we found you.

Systems over programs

Individual programs matter — but outcomes are shaped by the system those programs operate within. We keep that bigger picture in view.

Free resources, always

Core tools and resources are freely available because the sector needs them. Consulting sustains the work — it doesn't gatekeep the knowledge.
